Comprehensive Plan: The City of Sheboygan has finished its Comprehensive Plan for future growth. It is available for purchase from the City.

Basic process of approval or denial of a development plan:

• 1st Pre-development meeting with Staff to discuss the following: land use procedures, application requirements, fees, deadlines, Plan Commission & Common Council dates, issues and concerns of proposed developments, conditions of approval, zoning and other local regulations, and design issues.

• 2nd Submit application – complete application with site plan, floor plan, fees, etc.

• 3rd Plan Commission / Common Council Review of application – approve, conditionally

TIF No. 5 (1991) Small Industrial District (Paper Box), projected to close in 2012.

TIF No. 10 (1997) Water Street Renewal is for housing projects, projected to close in 2019. Beginning Value (1997) $3,250,600: Current Value (2006) $14,436,100.

TIF No. 11 (1998) Conoco Site for environmental remediation and commercial development, project to close in 2020. Beginning Value (1998) $3,386,200: Current Value (2006) $19,371,700.

TIF No. 12 (2000) Redevelopment Authority loan and remediation grant to developer for construction of office building in the downtown, project close in 2026. Beginning Value (2000) $3,658,900: Current Value (2006) $4,598,900

Redevelopment Aid: The City of Sheboygan offers a Sign Grant.

10) Possible Professional Consultant Review Fees – planners, engineers, architects, attorneys, environmental specialists, recreation specialists, and other experts.

Time Schedule for Plan Approval: The average amount of time from submittal to final approval for a new development depends:

– 2 weeks to 1 month if it was a straight forward request

– 1 month – 3 months if map amendment and land use approval is necessary

– 3 months – 6 months if annexation and other variable issues are a concern.

Building or Growth Moratoria: There are no building or growth moratoria in place now.

Environmental Issues: The City of Sheboygan cites Brownfield and the Sheboygan River has the two most important environmental issues that would affect development.

Single Development Department: The Departments of City Development, Building, and Engineering all work together for commercial developments.
