Friends of the Parks has filed a lawsuit against the Chicago Park District and the city of Chicago, saying plans for filmmaker George Lucas’ Chicago museum are “arbitrary and capricious” and should not occur without consent of the state’s General Assembly.

The nonprofit park advocacy group filed its complaint in U.S. District Court for Northern Illinois this morning along with fellow plaintiffs Sylvia Mann and John Buenz, identified as residents of Illinois. It seeks to stop plans to build the Lucas Museum of Narrative Art on Chicago’s lakefront Museum Campus and asks that plaintiffs be awarded fees and costs for their efforts to fight the project.
