Comprehensive Plan: Yes, the City of Brookfield’s 2020 Master Plan was adopted by the City in December 1999. Copies of that plan can be viewed online at http://www.ci.brookfield.wi.us/index.asp?nid=237 or purchased at the City Clerk’s Office.
Basic process of approval or denial of a development plan:
• 1st Pre-Application Conference; all applicants wishing to be placed on the Plan Commission or Plan and Review Board must first meet with the Planning Director or designee, at which time, schematic or conceptual plans should be presented. Following this meeting, if information is sufficient and the required plans are submitted prior to the application deadline, the petition will be placed on the next available agenda.
• 2nd Submit required information a minimum of 30 (calendar) days prior to a meeting. Examples of potential required materials include: Statement of Operations, Area Study Map, Site Plan, Subdivision Plat or Certified Survey Map, Preliminary Grading and Drainage Plan, Exterior Building Plans, Building Materials, Architectural Renderings, Landscape Plan, Exterior Signs, Application Fees.
•3rd Plan Commission or Plan Review Board Meeting. Contact the Department of Community Development at (262) 796-6695 for a list of meeting dates.
• 4th Following Plan Commission approval, all items are forwarded to the next regularly scheduled Common Council meeting for ratification, denial or modification. Typically, Council meetings are one to two weeks after the Plan Commission meeting.
TIF Districts: In 2003, the City of Brookfield approved Tax Incremental District #3 for the Brookfield Square/Executive Drive Redevelopment Area. The District consists of 33 properties containing approximately 186 acres adjacent to the Brookfield Shopping Center and Executive Drive Office Park. The estimated TID #3 Project Costs includes $22.7 million in public infrastructure improvements to support an anticipated $106 million in private-sector reinvestment and redevelopment. Redevelopment Aid: The City does not offer any direct financial incentives for redevelopment at this time. However, the Economic Development Coordinator provides technical assistance in identifying appropriate redevelopment sites throughout the community, and providing information regarding those sites to potential investors or developers.

Time Schedule for Plan Approval: The time from project submittal to the Plan Commission through final Common Council for a new development may vary depending upon the complexity of the project.
Building or Growth Moratoria: There are no building or growth moratoria in place now.
Environmental Issues: There are no issues of particular significance.
Single Development Department: The City’s Community Development Department is the first point of contact for new development projects. The City’s web site serves as a one-stop shop for community information, including plan review processes and building permit information.
