Several major commercial real estate developments are progressing in Franklin, the fastest-growing municipality in Milwaukee County. Since 2000, Franklin has seen its population grow 14.6 percent to 33,800.
The city’s plan commission recently approved plans for a $10 million, five-story, 114-room Staybridge Suites hotel, which will be built southwest of South 27th Street and West Ryan Road by The Bricton Group Inc., a Park Ridge, Ill.-based hotel management company. This is the third Staybridge Suites hotel planned for southeastern Wisconsin. One is under construction in downtown Milwaukee, and another is being planned for the Pabst Farms development in Oconomowoc. Staybridge Suites is a brand of Windsor, U.K.-based International Hotels Group. It is an all-suite hotel brand for extended-stay guests looking for a residential-style hotel. There are 112 Staybridge Suites locations, but none in the Milwaukee area until the downtown location opens next year.
The Staybridge Suites will be the first national chain hotel in Franklin. It will also be one of the tallest buildings in the city.
“We’re pretty excited about it,” said Doug Wheaton, director of city development for Franklin. “It will be the third landmark building of five or more stories in the city.”
The other two buildings that Wheaton was referring two are the 275,000-square-foot, $80 million hospital that Wheaton Franciscan Healthcare is building on a 55-acre site at the northwest corner of South 27th Street and Oakwood Road, and the Northwestern Mutual Life Insurance Co. Franklin campus at South 27th Street and West Drexel Avenue. Northwestern Mutual is currently building an $85 million, 400,000-square-foot, six-story expansion to the 500,000-square-foot office building that it completed there in 2004.
In addition, two major retail developments are progressing in Franklin.
The city’s Plan Commission recently approved the design for a 125,000-square-foot Target store in the 250,000-square-foot Shoppes at Wyndham Village development at the southeast corner of Highway 100 and Drexel Avenue. The store’s architecture became a controversial issue in Franklin as some residents demanded a more aesthetically pleasing design for the prominent site. Target officials tweaked the design to obtain the approval of city officials.
Construction for the Shoppes at Wyndham Village project, which is being developed by Franklin-based Mark E. Carstensen Construction and Development Companies Inc., began in July.
In August, The Milwaukee County Conservation Coalition issued a notice of intent to sue Carstensen, claiming the developer had not obtained a construction site stormwater runoff permit. However, a Department of Natural Resources spokeswoman told SBT that the project did obtain the necessary permits to begin construction.

Construction is also progressing at the Fountains of Franklin, a 500,000-square-foot lifestyle center with offices, retail space and a planned Franklin Cultural Arts Center. The development is being built by Equitable Development LLC and Devo Properties LLC at West Rawson Avenue and South 51st Street.
A Sendik’s grocery store is expected to at the site open in November. An Andy’s Convenience Center and Car Wash opened in August. The development will also have a Bank Mutual branch and a DQ Grill & Chill restaurant.
“The Fountains of Franklin has been planned to be a suburban-scaled Bayshore,” said David Hintzman, president of Equitable Development. “The demand for our project was caused by significant population and income growth in Franklin and the surrounding communities. In the last year and a half, over 180 retailers and office users have contacted us because of this growth. Many name brand national retailers like our project because of the demographics and the conveniences offered by the lifestyle center concept. We are currently working with a number of name brand retailers that are not currently in the area. Tenant announcements are planned to be release in the near future.”
Waukesha-based MRED-Cummings Commercial Development Corp. plans to build a 200,000-square-foot retail development called the Shoppes at Legend Creek, on a 30-acre property east of Loomis Road and Highway 100. The project still needs approval from city officials and state agencies. Construction won’t begin until the project obtains an anchor tenant, said Brian Cummings, president of MRED-Cummings. The plans show a 124,000-square-foot space for an anchor tenant, he said.
Plymouth
Sartori Foods Corp., a Plymouth-based cheese maker, plans to build a 110,000-square-foot plant on 24 acres north of Highway PP and halfway between Highway 57 and Willow Road. The facility will be the first tenant in the city’s new South Industrial Park. The company’s future plans for the facility also includes a 130,000-square-foot second phase and a 100,000-square-foot third phase, said Mayor Don Pholman.
West Allis
St. Louis Park, Minn.-based MSP Real Estate plans to build a four-story, 122-unit senior apartment building, a two-story, 40-unit assisted living building and a one-story 38-unit building for Alzheimer’s patients on a five-acre site southeast of West National Avenue and South 80th Street. The property was formerly used by Laidlaw Transit Inc. and Neis Hardware. MSP had demolished buildings on the site from the previous users.
Tong and Mike Sherman plan to open Beijing Foot and Body Massage in a 920-square-foot space in the Plaza 100 shopping center at 2727 S. 108th St.
Kurt Hodermann plans to open a Subway restaurant in the former Extreme Pita space at 2251 S. 108th St., in the Lincoln Plaza shopping center.
Shawna Fischer plans to open a restaurant and bar called Shawna’s Pub and Grub in the former Doyle’s Milwaukee Inn at 1101-03 S. 60th St.
Oak Creek
Kelly’s Bleachers is planning to add a third bar and grill location. Kelly’s plans to remodel and expand the former Ray Bussler’s bar and restaurant building at 10276 S. 27th St. Kelly’s existing locations are at 5218 W. Bluemound Road in Milwaukee near Miller Park and at 7805 S. Loomis Road in Wind Lake.
