Comprehensive Plan: Yes. We updated the 1990 10-Year Comprehensive Plan in 1990, 1994 & 1998. Currently we are working with Ozaukee County on Smart Growth.
Basic process of approval or denial of a development plan: Land division and procedures – plat: acquisition of land, annexation of land if applicable, rezoning if applicable, conditional uses if applicable. Preliminary plat, including master grade plan and utility plans: pre-application meeting on preliminary plat with staff and/or plan commission, preliminary plat copies submitted to village clerk-treasurer, preliminary plat is sent out for objecting review, interact with village engineer and meet with staff regarding development, draft of protective covenants provided by the developer to the village, approval by the plan commission, approval of utility plans by village board, payment of fees. Commencement of the structure building process, commercial and industrial permits (includes multi-family): development review ad hoc committee meeting with developer, obtain a building permit application form, submit required building permit forms with three sets of plans including plan and landscape plan, plan commission/architectural review board review of all structures, site plans and landscape permits, village clerk-treasurer processes the plans and submits them to the building inspector, building inspector processes the building permits and returns them to village clerk-treasurer for invoicing and issuing the permits, applicant is telephoned to pay for and pick up the permit upon receipt of state stamped plans.
TIF Districts:
TIF #4 is our current Tax Incremental District, established in 1995, for our industrial park land infrastructure improvements. The 2005 assessed valuation of the TID is $8,845,200.00. Private land owners market and sell the land. We are currently amending TIF #4 with additional areas.
Redevelopment Aid: The Village of Belgium will endorse Industrial Revenue Bonds.

– The Luxembourg Cultural Center is proposed by Michael Ansay to retain Luxembourg (Grand Duchy & Belgium) information in America. This project is working in conjunction with the government of the County of Luxembourg and various organizations within the Ozaukee County, Wisconsin area.
Fee Schedule:
1) Special Meeting of the Plan Commission $200.00
2) Special Village Board Meeting $350.00
3) Preliminary Plat Fee $100.00, plus $5.00 per lot
4) CSM Fee $50.00, plus $5.00 per lot
5) Final Plat Review Fee $50.00 plus $3.00 per lot
6) Water System Impact Fee $1,800.00 per dwelling unit or business unit
7) Sewer Connection Fee $3,300.00 for first dwelling unit or business unit; $2,600 each additional unit.
8) Park Fees $1,800.00 per unit
9) Stormwater Pond Maintenance Fee $600.00/residential unit.
Contact the Village of Belgium Clerk’s Office for Building Permit Fees. All other fees as passed through for professional service at actual cost.
Time Schedule for Plan Approval: We offer a “Fast Track” approval process for all commercial and industrial developments whereby staff and professionals sit down with the developer and his/her representatives. The project is reviewed and critiqued on various criteria. Deadlines: Plan Commission is noon the Monday prior to the 4th Tuesday of the month. Village Board is noon the Wednesday prior to the second Monday of the month. Special Village Board Meeting and Special Plan Commission: a minimum of 24 hour prior to a meeting with a letter of request and the appropriate fee.
Building or Growth Moratoria: There are currently no building or growth moratoria.
Environmental Issues: The Village of Belgium completed and approved a Stormwater Study (1/23/04) and is followed for all development. Single Development Department: Yes, the Village Clerk-Treasurer is the lead person regarding all development within the Village of Belgium.
