Comprehensive Plan: Yes. The Village of Hales Corners has “A Land Use, Urban Design, and Transportation Plan for selected Arterial Street Corridors in the Village of Hales Corners” (aka “2020 Plan”)

Basic process of approval or denial of a development plan:

• 1st Meet with staff, review process requirements and development standards, prepare review/approval schedule.

• 2nd Most development requires at least Plan Commission approval. The Plan Commission meets on the third Monday of every month at 7:00 p.m. Persons requesting project review or rezoning must submit all necessary information twenty days prior to the meeting date for staff review and noticing requirements. A ten day prior submittal will be allowed for minor Changes of Use and for conceptual review. Contact Village of Hales Corners to see the requirements for your project.

TIF districts:
TIF No. 2 established 1995 for redevelopment purposes; primarily office and retail. It is located in the center of the Village along Hwy 100. Please reference the “Village Market” project below. Estimated $15 million initial private investment made by Continental Properties Company, Inc. The Village of Hales Corners estimated an investment of $1.6-$2.6 million in the project for property acquisition and public improvements.

Redevelopment Aid: Besides TIF #2, the Community Development Authority can also be involved in offering redevelopment aid.

Projects:

– “The Village Market” is a 12 acre redevelopment project encompassing the entire block area bounded by STH 100, Janesville Road, Forest Home Avenue, and S. Charles Avenue. The project includes a new Pick n’ Save, Walgreens, and other retail space.

– Falcon Glen Condominiums is a 1.5-2 acre development project at 113th Street & Edgerton Avenue in the Village of Hales Corners. Additional development for this project lies within the City of Greenfield. The project includes four 4-unit condominium buildings and is being developed by Wimmer Brothers.

– Valley View Center (office building) is undergoing interior and exterior renovations. The building is located at 5307 S. 92nd Street. The exterior renovations include Arts & Crafts style building enhancements.

– Hales Corners Lutheran Church is adding a 24,600 sq ft gymnasium/community center at 12300 W. Janesville Road.

Fee Schedule:

– Contact the village planner.

– Time Schedule for Plan Approval: 1-2 months depending on application (e.g., rezone, site plan, conditional use, etc.)

– Building or Growth Moratoria: There are no building or growth moratoria in place now.

– Environmental Issues: MMSD storm water regulation compliance and Village Tree Preservation Ordinance compliance.

– Single Development Department: The Village of Hales Corners must coordinate the entire approval process with the developer.
