Comprehensive Plan: 2010 Land Use Plan, 2035 Comprehensive Plan of the Village of Saukville in process. The Zoning Ordinance of the Village of Saukville was re-created August 2005.

Basic Process of Approval or Denial of a Development Plan: Conceptual or preliminary development plans for new uses or changes in use must be submitted to the Director of Planning and Development who initiates an internal review process with various department heads, creating a helpful feedback loop. This process insures proposals, plans and designs achieve the requirements of the Village. This review process is professional and timely – most reviews are completed within one business week. While there are currently no fees assessed for this service, review fees for 2008 are being considered. Staff is always available by appointment to provide expert advice and work out various plan proposal issues at no cost, and these meetings are encouraged. After plans are refined to meet Village requirements and policy expectations, they may be placed on meeting agenda for formal consideration.

Commercial development plans and site improvements are formally reviewed by the Village’s Community Development Authority or Plan Commission, depending on the proposed use or change in use. The agenda deadline for plan submittal is always seven business days prior to the meeting. Plan submittal requirements are available on the Village website. If a holiday falls within this time period, please contact Village Hall to confirm deadlines. Village development permits may be obtained after all necessary approvals have been obtained, and when building construction is involved, receipt of one complete set of State of Wisconsin – Department of Commerce approved, stamped building plans is required (building, HVAC, erosion control/stormwater management, and inside/outside plumbing).

TID #2 – Industrial (Active – Dekora Woods Business Park, Phase IV)

TID #4 – Commercial Mixed-Use (Active-Heritage Crossing)

Redevelopment Aid: Community Development Authority development and redevelopment tools including; blight determination and elimination, industrial development revenue bonds, revolving loan fund for business creation, expansion, and retention, and direct access to programs offered through Ozaukee County Economic Development Corporation.

Projects:

– Foster Commons Planned Development District – this is a mixed use planned development district at the south west corner of the intersection of I-43 and State Highway 33 (24,000 avg. daily traffic count) with PUD overlay zoning (approximately 100 acres in area) with a general plan document defining uses, design criteria, and requirements. This special district is a themed use district with hospitality, entertainment, compatible service retail, and appropriate residential combined in a sustainable mix. Redevelopment and new construction opportunities exist. There are approximately 30 buildable acres remaining, all served by municipal sewer and water. This district is positioned for possible expansion.

– Market Square – a planned retail district combining big box users and first tier retail at the south east corner of I-43 and State Highway 33. Current retailers include Wal-Mart, Pick ‘n Save, Piggly Wiggly, EVS auto dealership, Walgreens, Kohler Credit Union, M&I Bank, and KFC. This district is positioned for possible expansion to the south, abutting I-43, and to the east along State Highway 33 leading into the City of Port Washington.

– Heritage Crossing – Tax Incremental District #4. This high visibility interstate mixed-use district is comprised of over 120 acres of land in a beautiful setting characterized by large open parcels abutting I-43 acting as bookends to a well-established woodland-wetland conservancy. Interested users include Super Wal-Mart with various outlot development possibilities, condominiums by HBT Construction of Wisconsin, LLC, a senior housing site abutting Feith Family YMCA, and additional retail development sites by Midwest Expansion, LLP. Anticipated added value upon completion in 2018 is estimated at $83,000,000, present value.

– Dekora Woods Business Park – B-P zoning allows diverse uses such as corporate offices, manufacturing and sales offices, light manufacturing and assembly, bio-technology derived production, distribution centers and professional services. There are approximately 30 acres available. The Village of Saukville Community Development Authority owns the vacant land and actively manages the park. All parcels are served by municipal sewer and water (min. 12″ sanitary and 12″ water), WE Energies utilities (heavy duty electric service to 26KW and 800 amp – 4″ gas main to all properties), SBC telephone service, and TWC high speed internet access.

Fees: The current fee schedule may be obtained from the Director of Planning and Development.

Time Schedule for Plan Approval: Annexations – approx. 4-5 months; Subdivision Plats and Subdivider’s Agreements – approx. 4-6 months; single site manufacturing, general commercial or retail development, or residential proposals – approx. 2-4 weeks. Proposals requiring public hearings may add an additional 30-45 days.

Building or Growth Moratoria: None. The Village of Saukville is currently employing an active, managed growth strategy.

Environmental Issues: The Milwaukee River and associated floodplain and wetlands comprise a complex hydrology. The Village is protective of its water resources and has incorporated language in its zoning ordinance to strictly enforce water quality and erosion control requirements while maintaining flexibility in its approach to value-added, sustainable development. The Village emphasizes intelligent in-fill development in its growth strategy.

Single Development Department: Yes, the Community Development Director manages the development proposal approval process and is the single point of contact from initial discussions through final approvals.
