This undated photo shows customers walking at Northridge Mall near the Gimbel’s and Naturalizer stores. The mall, first owned by a partnership between the Kohl family and Taubman Centers Inc., originally opened in 1973 and closed in 2003. Its current owner, China-based U.S. Black Spruce Enterprise, is currently fighting a raze order from the city of Milwaukee. Razing the buildings and asbestos abatement could cost $14 million to $19 million, according to city estimates.
