Festival Foods proposed at former Hales Corners Kmart

Developer seeking $1.6 million TIF

An Appleton-based real estate developer is proposing to demolish the former Kmart store on Highway 100 in Hales Corners to build a Festival Foods store.

Commercial Horizons Inc. is requesting $1.6 million in tax incentives from the village for the $12 million project that would include the 78,000-square-foot grocery store.

Franklin-based Outlook Development owns the Country Fair Shopping Center adjacent to the former Kmart and is planning to rehabilitate the building, which dates back to the 1970s, said Michael Weber, village administrator.

The village plan commission will hold a hearing on both items May 16. The village board will likely vote on the proposals in June, Weber said.

Oshkosh-based Festival Foods has more than 20 stores in Wisconsin, including locations in Kenosha, Mt. Pleasant and Sheboygan.
