Apartments planned for vacant Walker’s Point buildings

Barclay Street buildings will have 115 market rate units

Minneapolis-based Sherman Associates is planning to redevelop the Pittsburgh Plate Glass manufacturing buildings on South Barclay Street in Milwaukee’s Walker’s Point neighborhood into 115 market rate apartments.

The $16 million development, to be called The Barclay, is between East Florida and East Oregon streets. It has been in the works since 2013, said Falamak Nourzad, principal for Continuum Architects + Planners, which is designing the buildings and has worked with the developer to secure historic tax credits.

The plan is to start construction as soon as the building permits are pulled and have units ready for delivery in fall 2017. The project can be built by right and does not require city approval, according to the Department of City Development.

The former factory has four buildings. The largest is a six-story building on the east side of the property. That building will have 73 units. The two buildings on the west side of the property, that are each three stories, will have 18 and 24 units, Nourzad said.

The fourth building, an iconic pump house, will be used as a gateway building as people come into the property off Florida Street, Nourzad said.

The project has not been easy to get off the ground. The developers, who could not be reached for comment, are utilizing historic tax credits, but first had to have the property placed on the federal historic register.

In 2014, low income WHEDA tax credits were also applied for, but not received.

“The developers thought the property was valuable and the Walker’s Point market merited market rate so they’ve moved forward,” Nourzad said.

The apartments will range in size from studio to two bedroom and, priced from just under $1,000 a month to about $1,400.

The development is the latest in a long line of residential and commercial projects in the Walker’s Point neighborhood.

Linden Street Partners LLC, which has offices in Pittsburgh and Santa Ana, California, is working to raise $3 million to help finance a residential development at a vacant lot at the northeast corner of Florida Street and South 2nd Street. The building will be about five stories tall, with approximately 70 apartments and a small amount of ground floor retail space.

Milwaukee-based developer David Winograd plans to build a 12-story, 164-unit apartment tower at the corner of South Pittsburgh Avenue and South Water Street. The apartments, to be called “234 Apartments” are scheduled to be complete in late 2017.
