Comprehensive Plan: The 2020 Comprehensive Plan was completed and adopted in 2004. It is available on the municipal web address.

Basic process of approval or denial of a development plan: The first step is annexation. The next step is the zoning approval, if needed. The plan must then be approved. This occurs in a series of steps. There must be an initial meeting, where submission the preliminary plans is necessary. Then the plans must be reviewed, followed by a submission of the final plans. Finally, the City Plan Commission and the City Council must approve the development plan. This process can also be found on the city’s web site (www.west-bend.wi.us).

TIF Districts:

 

TIF No. 3 (1995) Created to promote the expansion of Serigraph Manufacturing Co. on east Decorah Road and included development of commercial-industrial lands west of the West Bend Municipal Airport.  The District was amended in 2000 to include approximately 130 additional acres in order to create the Wingate Creek Business Center and Hardegen Property.  Improvements include public utilities, streets and amenities. The WI Army National Guard leases 20 acres from the City for its new facility expansion. The district is projected to close in 2019. Beginning Value (1995) $4,736,732

TIF No. 4 (1997) Created to promote the development of the West Bend Corporate Center adjacent to US 45 and Paradise Drive and includes the installation of public utilities, streets and amenities. The 144-acre business park includes commercial frontage along Paradise Dr. and over 100 acres for office and light industrial development. It was developed by the City in partnership with Continental Properties Company, Inc. The District is projected to close somewhere from 2015-2019. Beginning Value (1997) $829,900

TIF No. 5 (1998) Created to promote the redevelopment of an old industrial area in downtown West Bend. It involves the acquisition of property, building demolition, and environmental clean-up of 8 properties adjacent to Wisconsin St., including land of the Wisconsin Central Railroad. The seven acres of land will be redeveloped to office, commercial and multi-family residential housing. The District is projected to close in 2021. Beginning Value (1998) $1,793,400

TIF No. 6 (1999) Created to promote the reconstruction of Paradise Dr. and South Main Street. This TIF involves approximately 61 acres of commercial and industrial land with Bend Industries and Menards Corp. being the primary businesses. The District is projected to close in 2019. Beginning Value (1999) $3,989,001

TIF No. 7 (1999) Created to promote the reconstruction of N. River Rd. and Lang St. on the City’s east side. This TIF involves approximately 113-acres of commercial and industrial activities with Overlook Investments, Tandy Company, and the Schloemer Family, LLC being the primary businesses. The District is projected to close in 2020.

Beginning Value (1999) $4,679,345

TIF No. 8 (1999) Created to promote the expansion of District #4, this TIF comprises 70-acres of land and involves the installation of public utilities, streets and landscaping amenities for office and light industrial uses. Developed by the City in partnership with Continental Properties, Inc. The District is projected to close in 2022. Beginning Value (1999) $62,234

TIF No. 9 (2004) Created to promote the redevelopment of an older commercial area adjacent to TIF No. 5 in the downtown area. The tour acres will be developed as commercial use compatible with Main Street retail and services. Beginning Value (2004) $4,144, 2000

TIF No. 10 (2004-05) “Rivershores” the redevelopment of the primer West Bend Company Property which is about 20 acres of industrial property adjacent to the downtown area. The district proposes as a mix of condominium residential, light commercial, office and public use. Beginning Value (2004-05)

TIF No. 11 (2006-2007). River Road Industrial Park. Two lots available, one with rail access. Heavy industrial zoning. Adjoining a warehouse district. Beginning value (2007).

TIF No. 12 (2007-2008). Gehl Company redevelopment. Development of a new research and development center, new headquarters building and the redevelopment of 15 acres of old manufacturing space into commercial, residential and recreational uses by the City. Beginning value (2009).

Redevelopment Aid: The community offers TIF districts as its only option for redevelopment aid and financial incentives.

Projects: The major commercial projects in the community are taking place within the active TIF Districts.

Fee Schedule:

1) City Certified Survey Map (CSM)    $200

2) City Preliminary Plat    $600+10/lot

3) Conditional Use Permit    $300

4) Zoning Amendment    $350

5) Concept Plan    $400+$5/acre over 1 ac.

6) Site Plan – Arch, Bldg, Elev, & Sign Plans included    $650+$30/acre over 1 ac.

7) Erosion Control Plans depends on size of land parcel $200 less than one-half acre anything over 2 acres is $400. For each additional acre is $100.

Time Schedule for Plan Approval: The amount of time from submittal to final approval can take anywhere from 30 days to as long as 12 months. The Director of Community Development stressed the need for developers to hire a good project manager that is capable of ensuring good quality plans. This has been a key issue in his experience and believes it is the key to a quick and efficient development process.

Building or Growth Moratoria: There are no building or growth moratoria in place now.

Environmental Issues: None specifically listed.

Single Development Department: Yes, the Department of Community Development was established 15 years ago to deal directly with the developer throughout the process and avoid making them go from department to department.
