Sheila Conroy

Sheila Conroy has joined Clark & Gotzler, Attorneys at Law, furthering its mission of providing employment and HR law with in-house insight.

Conroy has represented a broad range of private-sector and public-sector employers in a variety of employment law litigation matters, including employment discrimination, wage and hour, and tort claims before courts and administrative agencies. She has counseled employers on employee discipline and discharge issues, drafted employment contracts, employee handbooks and restrictive covenants, including non-compete, severance and confidentiality agreements.

While serving as Director of the State of Wisconsin Office of State Employment Relations (OSER), Conroy managed the implementation of HR programs and policies for state employees and the negotiation and administration of collective bargaining agreements with unions representing over 30,000 state employees.

Her prior experience representing employers includes private practice in Chicago and Milwaukee. She began practicing in Chicago at Wildman, Harrold, Allen & Dixon and continued at Franczek, Sullivan P.C, a boutique management-side labor and employment firm where she developed considerable litigation experience. Sheila later practiced at Friebert, Finerty & St. John, S.C. in Milwaukee. Sheila’s practical approach has always focused on helping clients maintain a productive and positive work force by implementing effective employment policies and practices. Her experience includes managing employee leave and performance issues and conducting workplace investigations.
