Cory Horton

Cory Horton has joined raSmith, Madison, as a senior project manager. Bringing more than 20 years of experience in the civil engineering industry, he will provide project management, consulting engineering, design services and grant writing.

With the addition of Horton, raSmith’s Madison office is better positioned to offer local government clients in Dane County and the surrounding area services that include municipal engineering, structural engineering, transportation and traffic, ecological services, landscape architecture, surveying, construction services and geographic information systems (GIS).

Horton has extensive experience with municipal engineering, water and natural resources, and development projects. His hydrology/hydraulics experience includes stormwater management plans, watershed management planning, hydraulic studies and design, storm conveyance evaluation and design, flood analysis and mapping, development plan reviews, and construction observation. Horton has also worked on U.S. Army Corps of Engineers projects.

Horton has significant experience in both the public and private sectors, including his recent position as the director of public works and city engineer for the City of Fitchburg. In that role, he oversaw the engineering, streets, parks and utility functions among others, as well as reviewed developments from land division through construction. In a previous position as the chief engineer for the water resources division of planning and development at McHenry County, Ill., Horton provided land division and stormwater reviews, water resources planning, public hearings, permit conditions, and expert witness testimony. From a private consulting perspective, Horton led a division within a prior firm and was responsible for water and natural resources projects.

Horton holds a master’s degree in civil and environmental engineering and a bachelor’s degree in civil engineering from the University of Wisconsin–Madison. Horton is a professional engineer registered in Wisconsin and Illinois, as well as a certified floodplain manager, a certified professional in erosion and sediment control, and an envision sustainability professional.
