White paper provides guidance on Obamacare exchanges

Brookfield-based Connecture Inc. announced that the HIMSS (Healthcare Information and Management Systems Society) Privacy and Security Task Force has published a white paper titled, “Affordable Care Act Requirement: Health Insurance Marketplace Overview – Part 1.”

The paper examines the details of health insurance marketplaces as the open enrollment period draws near.

Jim Yocum, executive vice president of DRX, a company that was acquired by Connecture in January, was one of the authors of the paper, which examines the details of health insurance marketplaces as the open enrollment period draws near.

Connecture, a provider of Web-based information systems used to create health insurance marketplaces, is building the shopping and enrollment systems consumers will use in the public health insurance marketplaces in Maryland, Minnesota and Washington, D.C., in accordance with the Affordable Care Act (Obamacare).

In addition, Connecture’s DRX division powers the Medicare.gov PlanFinder and Online Enrollment Center.

The paper offers an introduction to health insurance marketplaces and the privacy and security issues they face. Topics covered include the history of health insurance marketplaces, regulatory oversight, services provided, target audiences and the impact of the ACA on the evolution of health insurance marketplaces and their anticipated adoption rate.

“While not without numerous precedents in both the private and public sector, the ACA-mandated health insurance marketplaces uniquely combine features and regulatory structures in such a way as to spark significant changes in how health insurance coverage is accessed and paid for in the U.S.,” Yocum said. “With this white paper, we tried to explain the complexities of the health insurance marketplaces and reveal how critical it is to create a trusted environment that offers consumers a variety of resources to help with their decision process.”
