Comprehensive Plan: Completed in 2003, available at City Hall

Basis Process of Approval or Denial of a Development Plan:

• 1st Application from Inspection Department

• 2nd Submit fee and forms to Clerks office by Thursday prior to City Council meeting. City Council meetings are 1st and 3rd Tuesday of each month, 7 p.m. in the Council Chambers

• 3rd City Council recommends to Planning Commission for review

• 4th Submit current (within 1 year) survey, building, landscaping, site plans, to

Engineering/Inspection Depts.

• 5th Planning Commission makes recommendations to City Council. Planning Commission meetings are 4th Monday of each month, 7PM in the Council Annex

• 6th City Council directs City Clerk to set up public hearing

• 7th Two weeks publication and adjacent property owner mailings sent out prior to public hearing

• 8th Public Hearing held before regular City Council meeting

• 9th Vote can be taken after public hearing or placed on future agenda if more information is required. Board of Appeals for Variances are 4th Wednesday of each month 7PM in the Council Chambers. The number of plan copies for necessary for review are as follows: City Council    12; Plan Commission 12; Board of Appeals    10; Aesthetic Control 6.

TIF districts: The City of St. Francis made special note that it is willing to create new TIF Districts for Commercial Development. No current TIF districts.

Redevelopment Aid: City has a Community Development Authority to assist in the redevelopment of the community.


Projects:

– Parkshore Phase I Condominiums almost complete. Phase II in approval process.

Fee Schedule: Contact City Administrator

Time Schedule for Plan Approval: For a plan requiring the rezoning of land, it would take about three months from submittal to final approval.

Building or Growth Moratoria: None currently.

Environmental Issues:The city of St. Francis has several Brownfield sites, as well as wetlands and environmental corridors.
