Robin Vos, R-Racine, arguing that concerns raised last year by a rival train company prove the state’s no-bid contract for high-speed rail cars was tailored to favor Spanish manufacturer Talgo. DOT officials responded that Vos’ claim was a "ridiculously blatant political stunt;" the City Council approved the Talgo deal Wednesday.
