Mandel Group developing its vacant lot in St. Francis

Developer meeting with city this week to discuss possible projects on 12-acre site

Mandel Group is moving forward with a multi-family housing development on property it has owned in St. Francis since 2006.

Representatives from the Milwaukee-based development company are meeting with city officials this week to discuss potential plans for the 12-acre parcel known as the “triangle property,” bordered by Lake Drive, Packard Avenue and Howard Avenue, just west of Lake Michigan.

Ian Martin, vice president of development with Mandel Group, said the development will likely include a mix of multi-family housing and retail. He will meet with the St. Francis mayor and the city’s new administrator, Mark Johnsrud, to discuss the project’s size.

“We are just starting to figure out what to put there,” Martin said. “By late September we will have more particulars.”

Mandel Group purchased the St. Francis site, which was formerly a Wisconsin Electric Power Co. electrical substation, in 2006 and had originally planned a 130,000-square-foot upscale shopping center to be called Lakeside Market Square.

The site would have featured a grocery store, restaurants, office and additional retail.

Johnstrud is hoping to have an update on Mandel’s new plan for the Aug. 24 plan commission meeting. The property is zoned for commercial retail.

Kenosha-based Bear Development also is working with the city of St. Francis on a plan to build 315 luxury apartments overlooking Lake Michigan.

The apartments will be built on 11 acres between the Park Shore condominium development at South Lake Drive and East Howard Avenue and The Landing condos at South Lake Drive and East Denton Avenue.

Both projects are within the city’s 474-acre tax increment financing district near the lakefront.
