Obama talked about how his administration is helping small businesses, and he criticized Wisconsin Gov. Scott Walker for rejecting $810 million federal funding for high-speed rail to connect Milwaukee and Madison, as well as for trying to revoke collective bargaining rights for public employees in the state.
